Lebara is one of the largest mobile providers in the Netherlands. Under the wings of PE investor Waterland, the company is working on the ambition to become the largest mobile network in Europe. The perfect time for the HR Manager to further professionalize the HR domain and strengthen the culture and energy in the organization.

About Lebara

With competitive SIM-only and prepaid propositions, international bundles and the reliability of the KPN network, Lebara offers a combination of price, quality and flexibility. In doing so, the company positions itself as an attractive and affordable alternative to the often more expensive, established telecom providers. Originally, the service was mainly aimed at migrants and expats who wanted to make inexpensive international calls. In recent years, the proposition has broadened to include a larger group of price-conscious consumers who value flexibility and transparency. This year, Lebara celebrates its twenty-fifth anniversary with more than a million customers in the Netherlands. In addition to the Netherlands, the mobile virtual network operator (MVNO) is active in France, Denmark, Germany and the United Kingdom, with the UK and the Netherlands being the largest markets.

In 2024, Lebara was acquired by Waterland Private Equity, ushering in a new phase for the company. Since then, the focus has been on further professionalization and accelerating commercial growth. As one of the largest and fast-growing markets, the Netherlands plays an important role in this ambition. In the summer of 2025, a new Managing Director started to make the most of the growth potential. The foundation is solid: an NPS of +50 and high scores on Trustpilot underline the high customer satisfaction. Internally, the company places strong emphasis on its team of sixty employees, including through participation in the international Investors in People (IIP) framework. In 2023, Lebara was awarded the ‘We Invest in People Silver accreditation, with plans to achieve Gold in 2026.

Vacancy: HR Manager

With a new Managing Director at the helm and all the signals for further growth and professionalization on green, this is the ideal time for the HR Manager to come on board. As the person ultimately responsible for the Dutch HR policy, she/he can build on a solid foundation and at the same time take advantage of plenty of opportunities to further develop and optimize its people practices, policies, and processes.

The global people strategy and HR processes are centrally managed by the Lebara Group, but the HR Manager is responsible for driving the strategy and processes locally and has the autonomy to make their own choices in many areas. For example, in the field of talent management, training, the salary structure, onboarding and mobility programs, the HR Manager determines where improvement is needed and gives concrete shape to this. For example, the HR Manager – supported by an Office Manager – navigates the organization in a goal-oriented way, driving global people initiatives locally, proactively identifying opportunities for improvement, and implementing both global and local initiatives hands-on.

Stakeholder management is another key aspect of the role. The HR Manager reports to the NL Managing Director, has a dotted line to the Group Director of People, and works closely with Group HR in the UK as well as with international HR colleagues. The HR Manager knows how to maneuver tactically between local interpretation and international guidelines. The HR Manager is part of the local senior management team, responsible for championing the people agenda and challenging the team – including the Managing Director – from a people perspective. As part of the IIP accreditation, she/he also plays a key role in ‘making working at Lebara even better’. Socially and communicatively strong, this HR Manager knows how to enthuse employees and take them and the management team along in the desired culture change.

“The impact of the role is visible and felt almost immediately. Well-thought-out HR projects and initiatives provide energy, a pleasant dynamic and an organizational culture in which employees are motivated and involved. It is precisely these elements that are crucial to achieving our ambitious growth targets.” – Leslie Hogeveen, Managing Director

The combination of strategic ownership and operational decisiveness makes the position extremely suitable for a high-potential who is ready to take the lead of the HR domain. Experience in generalist HR roles, and ideally also in learning and development, will enable this person to make an indispensable contribution to the further growth of this dynamic organization by taking ownership and leading HR at Lebara into its next phase of growth.
